for example.. could a mercury semi square neptune be accentuated when you have neptune conjunct pluto?

so pluto intensifies the neptune that then works with mercury to result in someone thats a compulsive liar

It is possible.

Chart interpretation is about looking for patterns. And not reading things in separate clumps etc.

In the example given,Neptune is an outer planet.

So I would look at 12th house planets, as well as any other aspects Neptune makes to personal planets.

I would also look at the ruler of the 12th house and where it falls.Because it will certainly bring the 12th house themes to that house.
