What if someone has Mars in Aries at 28 degrees? Could it mean, will also have Taurus influence or will act more like Taurus Mars?

I don't think so. Btw, my Mars is at that degree too and even though it's conjunct the MC in the next sign I wouldn't say it's colored by that energy. I would only consider a cusp for the Moon, it's the fastest moving body and it's receptive. And I'd be more strict with the orb (30 min max).
