Bad habits can be difficult to quit no matter what your transits. When transits are 'good' people are often more pollyannish and unwilling to take on challenges. When they are 'bad' we go to our bad habits to relieve the stress.Saturn is sometimes helpful in timing the elimination of things from our lives, but may not help much when you are trying to change a habit that is totally dependent upon you to do it, your choice. With Neptune, beware of things like easy quick solutions, similarly to get-rich-quick schemes. Give yourself a self-worth/esteem boost, and take time to look at what your beliefs or negative thoughts may be whispering to you.
