When we use house rulers, do we go deeper into the meaning of which planet that rules a certain house when it is deposited in another house?
What I mean is what if a person had their ruler of the second house in the seventh, would we go further and interpret what would that mean if the second house ruler is Venus?

NO House Rulers, as an entity, deal with simply house rulers. I have a whole series on them.

Later on, in another category,we talk about the planets such as venus, pluto etc BUT with House Rulers, as a body of thought, we deal ONLY with Ruler of the 2nd, Ruler of the 3rd etc

It is one of the hard steps in Astrology that takes you from beginner to intermediate

I am not sure that I am understanding the question.

Take for instance the 3rd house cusp is Aries.

That already suggests that one may be an intellectual(3rd house)spear-header(Aries).

Now Mars(ruler of Aries) will dictate which areas of life this "in your face" attitude will be.

If Mars(ruler of the 3rd) is in the 7th(other), these traits are usually taken on by the partner.

So the Ruler of the 3rd in 7th in this instance would suggest that the relationship(7th) takes on a communicative, sibling kind of style(3rd).Thoughts are definitely expressed

Mars in 7th may also suggest that the relationship(7th) is combustible(Mars).

With their 3rd house cusp in Aries there could on the one hand,the individual's own blunt speech. And then on the other hand, the added aggressive/assertive partners that they attract/attracted to(Mars in 7th).

This is where planet rulership of house becomes important.Issues regarding "dignity"
exaltation are usually considered.

Like for instance in the above example.Some people may consider both the position of Mars and the Sun(where Aries is exalted).

So if the Sun is in 12th house,this is also the house where assertiveness, aggression and being "straightforward" is likely to manifest.

Perhaps the individual has very vivid dreams or longs to express themselves in a more bold,extroverted manner(Sun). But is very shy(12th) or hindered by circumstances that they can't readily see(also 12th).

It's interesting really.

My question was should you further interpret the house ruler by its actual planet ruler.
Like if Cancer was on the cusp of the 11th and your the moon was in the 9th, would you go deeper into the interpretation. Like the person's friends (11th) could be intellectual and/or foregin (9th), but would we go further and put the 11th house ruler (moon) into the mix which could be interpreted as a person could have friends that are intellectual and/or foreign that also happen to be moody and full of emotions.

Yes. I think that could work. The interpretation is not rigid and is based on what works.

So it can never be “wrong”- except of course if it is not accurate in real life.

11th house cusp in Cancer suggests caring friends. That friends are an integral part of one’s identity -since Moon rules the 11th.

Now with Moon in 9th, we get the feel that the individual also gets nurturance and self-sustenance from 9th house related things; pursuing higher education, constant learning, visiting foreign places or establishing a religious identity.

Whatever it is, expansion(9th) is what this person needs(Moon).

The ruler of the 11th in 9th suggests that the person’s friends(11th house) serve to expand them(9th). Or that their dreams and goals(11th) expand them(9th).

If the Moon is challenged, the friends could be moody, manipulative, over-sensitive and challenging(especially when Pluto aspects the Moon).

But this is only a reflection of what they(the native) have in the birth chart. And would thus be what they are inevitably drawn to.
