i'm sure someone more knowledgeable will answer your question better but you can't tell from one aspect if a person is deceptive.

i have venus/mars trine neptune, sun square neptune, conjunct ascendant and i'm more self-deceptive and therefore i might have misled others but wasn't intentional.

People are deceptive. They deceive themselves and everyone around to some extent or another. It takes real effort not to (and it's not an effort people will thank you for and people also want to be deceived in many cases).

Now as for con-artists and pathological liars (as opposed to deluded who actually believe what they're saying)...no, never mind, it's pure speculation and will offend people with those placements who will assume I just called them a pathological liar, despite that pathological liars usually require a lack of self-esteem (or at least placed in survival situations).

Why not post a chart of the person you're thinking of and people here can dissect it?
