I'd advise this individual to stop watching TV. They are too sensitized to what is happening out there and personalize it a lot.

This is especially so when Mars/Pluto aspects the Moon. Then the emotional nature is quite hot and can get worked up about things that they cannot influence or change.

Now the relationship with the mother will be revealed by the relationship of other planets to the Moon.

But the Moon in 11th may suggest a mother who was a sort of "counselor" to her friends or acquaintances.

She may not be an oddball in and of herself. But she may have such qualities too.

This "connection" with others is borne from the mother empathizing greatly with the toils and troubles of those friends/groups she associates with; an activist, a social reformer, a good friend etc.

Much of the relationships the mother formed influenced her. And she sought to become peoples "agony aunt".

She may not be an eccentric per se. Of course this will also depend on what relationship other planets have with the Moon.
