It's important for all your planets, so you can trace your dispositors. The dispositor is the planet that all planets are dependent on through the connection of signs. For example, my Sun, Merc, Venus, and Neptune are in Aquarius, so my dispositor is Uranus. My Mars is in Scorpio - my Pluto is in Sagittarius - my Jupiter is in Pisces - my Neptune is in Aquarius - my Uranus is in Aquarius. Therefore Uranus is my final dispositor, because it is in its home planet.

Some charts will not have a final dispositor due to either having more than one planet in its home sign, or having no planets in their home sign. If there is a final dispositor, that planet plays a highly important role.

In the case of a mutual reception, it's best to look at both planets in question and the possible aspects made to each other, so no, I don't think it can count as a final dispositor. A final dispositor could influence a majority of planets whereas mutual reception typically only affects the two planets in question.

As for mutual reception, you'll want to look at the strength in the planets and what kind of aspects are being made to those planets. Since Jupiter is in Gemini and Mercury is in Sagittarius, the strength is slightly weakened due to the planets being in detriment. However, if they're connected through a conjunction, trine, or sextile, they possibly can become much stronger. Lots of important factors to consider here.

Also I could see it being important in synastry. I don't see why not.
