How would you describe this placement? If someone has Saturn here, does it mean that he/she will be less intelligent or?

Another possibility is that it asks the hard questions.

As I got older in school, teachers kept repeating a similar pattern with me that essentially meant I could read books or write stories in class if I didn't ask questions or participate in class discussions. Even other kids noticed this (as they pointed it out when they got in trouble for reading, writing notes, etc). Though it's worth pointing out that my 3H Saturn is in a stellium with Pluto, sextile to another stellium (that includes Sag Mars-Uranus), so it's not just Saturn playing by itself.

I got in trouble for what I asked, no matter how innocent (nor did the faculty have a sense of humor when I was having fun, even when I backed it with well researched footnotes). There were few teachers who encouraged me (though one teacher, not of any school I went to, thought I should've been in a school for the gifted, and that my problem was that I was bored).

But I had no problem with learning or memorization. If anything, I remembered far too much. One amusing story is when I questioned the date in a textbook because an Iron Maiden song gave a different year. Of course the teacher (who was actually an unqualified teacher given a teaching job--letting the qualified teacher go--so he could continue to be a coach by Texas law) mocked me horribly for that, so I went and got books from both the school library and public library that agreed with Iron Maiden over the book (and that seems like a Saturn thing to do, especially spurred on by Sag fire with Mars-Uranus). After confronting the wannabe teacher I was sent to the office and the school library books were taken from me and never returned to the library (the librarian told me not to worry about it, she knew it wasn't my fault). Later, the multiple choice test written up by the coach had that particular date brought up that included the correct date and the incorrect date given in the textbook. I marked the correct date and it was the only one marked "wrong" on the test.

If there's any "negative" effect on me directly then it was I didn't realize how intelligent I was. When I was given tests to measure my IQ and academic ability, I figured I was about average but I wanted to be placed in "resource" which is in between normal and special ed (as that's where most of my friends usually were), so I breezed through it until it got harder, missing a few on purpose, and the rest being random (multiple choice, graded by a computer). I was as surprised as the counselor when the results came back that I was a borderline genius at college level (save math in which I was right where I was supposed to be). That blew my chances of getting put into "resource."

Though I do know a mundane reason that doesn't need Saturn for why I was that way, it doesn't need Saturn to explain it. Nevertheless, there it is for what it's worth.

I have stellium in 3rd, have Saturn, Uranus and Neptune there. The thing with me is, that I am more a thinker than talker. I learn for myself a lot, a lot of it interest me, I pay attention on details, want to know and find everything I can about something I'm interested in. But when it comes to explain someone, all I know will stay locked inside, like I have some fear to express myself, so not to make mistake and I hate this blockade so.. I think that Saturn is the problem. Also can be, that in school days, I was so different than the others, couldn't find same language, people now it's a bit better but still I like different things than many, so I can't speak about many things wwith people, and when someone ask me about it, there comes my problem, so much to say and explain, but.. so I'm pretty better at writing. And I see and understand things, what most of the people don't, but until I feel relaxed in front of someone, I will be quite. I was also very good in math and numbers. My 3rd house is in Capricorn and Uranus and Neptune which are in conjunction. My Saturn is in Aquarius. Saturn square Pluto, conjunct Venus and trine Jupiter.

What sign is on the 3rd house cusp? What sign is the ruler of the 3rd house cusp in?

Less intelligent? Not really. Being seen as less intelligent because of how quiet they are is a better possibility.

True. I don't really like to associate Saturn as making one less intelligent because I would be really stupid if that were true (Merc-Saturn square).

I would possibly consider a fear of how one communicates. They could try to communicate everything as diligently as possible without making any mistakes for a fear of appearing stupid. It could also restrict communication for restrictive Saturn being in the house of communication. Possibility of being ignored quite often.
