It is helpful to speak of these things in an order that reflects their reality in the sky and their relation to each other.1. Planets are the moving bodies that generate the fundamental energies of astrology. They are always first in importance.
2. Signs are 30° segments of the sky that are fields of varying polarity (+/-) that are general modes of expression. A planet moves through a sign which colors its mode of expression while there.
Mercury is thought and communication. Pisces is mutable water expressing the principle of Jupiter-Rx or Neptune. Any trip through Pisces colors Mercury with idealism, symbolism, feeling, putting it into a less natural mode of expression (than Virgo or Gemini) for Mercury which relies on 'dictionary definitions' for understanding across generations and timelines where there is no body language or other indicators of emotive implication. Mercury in Pisces is highly literate in imagination and fantasy, the timeless, but less attuned to the language of here-and-now.
3. Houses are similar to signs in that they average 30° arc, but define areas of life. So your 3rd house relates to those areas of life identified often with Gemini, such as communication, writing, relations with siblings, cousins, etc. It is the first house of relationships, so siblings and similar relations, including some friendships can come into focus here.
A 3rd house ruled by Virgo can indicate being particular in communication, but it depends on what if any planets are there, etc. With Virgo's ruler Mercury in Pisces, the practicality is essentially removed, often for the abstract vs literal. Without planets in the 3rd house its sign has little significance until planets transit or progress there.
