I think I am trying to make a connection here.

6th is the house of obstruction, challenges, problems and impediments.

Moon represents the home, emotional security and safety etc.

Now my Moon just recently progressed to Libra. Days later I get my water and lights turned off due to non-payment(a fault at the municipal offices) that I had to formally go and sort out

I wondered about the timing. It was just too apt for it all to be a "co-incidence" . And I wouldn't be surprised if other issues that will require active problem solving skills will start to pop up surrounding the home-front.

Also, I have been laboring on the question of whether or not to re-paint the house? Now seems like a very good time to action that thought.

So I thought that perhaps Moon in 6th house people often have to deal with such issues? More so than the rest of the population for some reason? I don't know.....
