Do parallels and contraparallels only count when there already is a longitudal aspect between those planets that are in parallel or contraparallel?

The answer to your question is No.

Parallels and contra-parallels operate on a north/south axis, longitudes on east/west. Therefore their dynamics operate separately. However, two planets/points in such aspects in both declination and longitude greatly strengthen the interaction of the two.
