comes from antiquity, so what is such a statement based on, ????????? GOOD QUESTION. OBSERVATION supposedly.
So if you have a star with a Venus/Mars like influence within 30 ' arc of a planet
and that planet is say with 2 degrees of your 10th house cusp do the influences of that star present,,, I HAVE NO IDEA
In my experience I HAVE NO IDEA,, BUT PERSONALLY DO NOT believe such influences carry much weight ,nor do I believe they should be given much consideration.

When those influences were first suggested
many many many years ago, and the attributions mythological in nature were developed WE DID NOT HAVE over 20,000(named) Minor Planets in our Solar System to attribute/assign a nature to in order to discern influences.
We are in a new paradigm now.
