And "outlaw" covers a very wide variety of people, some of them very ethical in their own way that considers society and its laws corrupt and thus refuse to go along with it (such as a refusal to pay taxes, may refuse to get any official identification, and other crimes or actions that make a legal life hard to impossible). They may even think that the nation is the outlaw while one's self is seen as living by the "true law" (whatever that is). That is some are just irresponsible with poor impulse control while others operate on an ethical philosophy that is at odds with the society (and its laws) around them, though they may work to reform those laws.

At least in the USA, race is a factor. And it's something criminals can use. Back when I was in a krew of runaways (homeless kids on the street, and in the state I was in that made us all automatically criminals, and anybody who helped us without reporting us as contributing to our delinquency, and hence, we became criminals in still other ways to survive), we'd get someone who scared people (could be goth or punk, but the best was a black guy willing to put on a show) who'd make a scene while the rest of us, looking as wholesome as we could (and typically all white, young, and over half of us female) would shoplift to an absurd degree while our distraction created a scene. It was so effective that a 13-year-old boy even stole cartons of cigarettes (gold on the streets) while the place holding them chirped as he did so, and then as we walked out and I told him to watch it as the cartons were so obvious in his pants, he lifted his shirt defiantly (the cartons were only about halfway in his pants, and in this country it would be illegal for him to buy those cigarettes, let alone steal them). But our distraction worked all too well (and a carton of cigarettes was part of his cut for helping us that way).

Of course, when I dressed outrageously and/or said certain things then people could be worried about me as well. But when I dressed all sweet and "pure" then I was easily overlooked. One person would think I was part of a homicidal Satanic cult (literally!) while another thinks I'm a fundamentalist Christian, all based on what they perceive. I don't see astrology having much to do with that (though I suppose the Neptunian aspects amplifies it).

Plenty of criminals know how to put people at ease, and they know the importance of appearance (from how clean cut one is to things like uniforms). And then there are advanced lessons. It's amazing how easy it is to fool people, because they make snap judgments the first second they look at you and usually don't even consciously realize it.
