What's the difference between the 2?

If 2 people have Venus in the same sign, is that considered a conjunction?

Also, what are the exact orbs that determine whether planets between 2 charts are conjunct, trine, sextile, etc?

If two people have planets in the same sign, it's called having planets in the same sign. Just because they have planets in the same sign, it doesn't necessarily mean that there is a conjunction between those two planets. For example a planet on 12 degrees of Leo and another person's planet on 21 degrees of Leo certainly don't form any kind of aspect (unless the person who interprets the chart uses super loose orbs).

If planets are 2 signs away on the zodiac wheel, they don't necessarily form a sextile, if they are 4 signs away, they don't necessarily form a trine. When it comes to aspects, the degrees matter, not the signs. So for example a Sun on 2 degrees of Libra can still form a trine with a Moon on 29 degrees of Capricorn. Or, planets can be 4 signs away and they still form a square, for example Moon on 28 degrees of Aries and Saturn on 1 degrees of Leo.

As for orbs, the answer depends on who you ask. In general, 3º orbs are common, 5º orbs for conjunctions and for aspects between the Sun/Moon/Ascendant. However, some people prefer tight orbs (1º), and then there are people who prefer loose ones (like 7º or even 10º in same cases).

You have to figure out what works for you.

Not unless they are conjunct. Conjunct or conjunction is an astronomical term that has nothing to do with zodiacal signs, but with a close position along the ecliptic (longitude), which happens to be measured generally by astro-files in terms of zodiacal signs.

That depends on the planets, their apparent disc (diameter, width), and how much light they give. Strictly speaking this varies depending on what two planets are in aspect, but generally:
- conjunctions and oppositions range from 0-12° if luminaries, around 8° or less if not'
- sextiles range from about 55-65° (5° orb), a bit more if luminaries;
- squares need to be a bit tighter if luminaries, maybe 9° max orb, 7° if not;
- trines can be similarly wider if luminaries, but no more than about 7° orb if not.

However, I have found that planets in the same signs often play out as a conjunction despite being technically conjunct by orb.

For example..

A man's mars in scorpio will most certainly turn on my venus in scorpio. It happens every time, even when they are not conjunct by orb.
