I currently have my progressed moon exactly conjunct this guy's natal North Node while my progressed North Node is exactly semi-sextile his natal Vertex. Is it important when one person's progressed planets exactly aspect another's natal planets?

In my opinion it's very possible that a conjunction between a person's progressed planet and another person's natal planet has significance, but I doubt that a minor aspect (like a semi-sextile) would also have an effect on the relationship.
