To me, personally, they do matter. I have Jupiter retrograde, and I have had to learn to be optimistic, and make my own luck. My luck was horrible the first few decades of my life. I had to work harder than others to get out of depression, and be happy and sunny, those are very Jupiter traits that I had to work hard to have in my life.

I also had to work on believing (Jupiter) in myself. Have faith that things could actually be good, or work out for me!

I have natal Jupiter Rx and Neptune Rx and I experience those planets natally in a very direct way...none of the retreating/things take longer to manifest/etc. I have a pitcher chart with Jupiter Rx as the singleton planet, and it's one of my favorite things about my chart.

BUT I notice the Rx seems to really affect me with transits. When transiting Jupiter is Rx, THAT's when I always experience great luck and opportunities in the house or planet(s) it's touching. I can't tell with Neptune, as it's so slowmoving. Both of my two Rx planets tie into my 12th house Sag NN---Jupiter in Pisces, Neptune in Sag--and in my chart, Jupiter transits always seem to promote movement in the right direction.

The landscape is missing. Can you post each planet with planet's sign, house nr and house sign cusp ?

Also if you have any signs intercepted (without a cusp) pls mention where are they're located.
