Also in my observations, the planet in the house exerts more influence in that house-more especially if in its natural place of expression.

So an empty 9th house would rely on the influence of the ruler. Until maybe transits directly to that house come along and occupy that space.

But in your case, Pluto in the 9th has dominion over the affairs of that house. A likely strong and heavy attitude with regards to religion, travel, foreign countries,politics and higher education.

And guess what? It is Pluto that further empowers the planetit aspects. Because it is slowest moving planet and by its very nature, it is like a nuclear power plant.

Now its power of influence can be used to master or mangle. It is really up to how conscious the individual is of the energy.
