The natal chart is always the anchor of your personal astrology and the progressed chart is a product of it. Therefore it never overrides the natal chart. That includes houses. All progressed and transit factors (solar returns too) move through the housesas set by your natal horoscope.

I recommend novices and newbies follow transits for trends.
