Depends on what else is in the chart. Astrology works in aggregate, not in parts and pieces. One chart with Saturn near DC may indicate a quick life tempo (full of fire, etc). Other charts may be earthier, slower so that the time factor of Saturnine gets more pronounced.
Asc opposite Saturn indicates 'serious' or challenged relationships, in which the Saturnine energy may be pursued in any of a number of ways, but certainly not in a flippant or superficial approach to relationships that is entirely un-Saturnine.
In many cases I believe it indicates someone who needs to be more choosy in partnering than they have in past lifetimes.
Saturn in such a chart leads some to be more formal in relating to others, more comfortable with conventions, less so with a personable or spontaneous approach. They don't mind standing on ceremony. They tend to look for what lasts and not what is warm or easy at first.
Your second question is best answered with the word 'time.'
