I have read a few times that neptune esp on the mc or sun can indicate someone that can be caught in a scandal, why is that?

Often with scandals, it is because we have been projecting a lot of our ideals on to that person. Or there is a societal "ideal" that the individual "transgressed".

People with Neptune on Sun/Moon/Asc/Mc/Venus or Mars have a tendency of appearing like "gods" or rock stars. Or at-least are projected as such

Sometimes the Neptune person can themselves "live up" or patronize the image that is projected by accepting the "angelic" ascendancy-because of no clear definition of whom they are themselves.

But as is inevitable, people are not perfect. And we all have cracks that we don't want exposed.

The issue is that with Neptune people, the cracks are not "supposed" to be there and so when they are discovered, its an incredible shock to the projected ideals that the person was supposed to be living up to.

Often the accusations that we throw to the Neptune person of being "deceptive" or "cunning" etc.are actual self -disappointments that we are inflicting on them.

Its not that the qualities that we now see as "tragic" were "hidden". It is just that we failed to ever acknowledge that they could ever be there.

So who is responsible for that? The Neptune person or us? So it becomes easier to blame the Neptune individual.

People with strong Neptune placements are either seen as the "Savior" or "Satan"(in sheep clothing). And the public image is usually one of the two extremes.

The "Hero" archetype in movies is Neptune not(contrary to popular belief)Mars. And we are as sucker for the underdog to rise up and claim their place in the Sun.

The romantic lead or crush is Neptune-not Venus. For the individual has to appear "flawless" to all and wipe out any doubt that "true love" is real etc.

Neptune rules the people, places or professions where you will not readily accept that anything "bad" can ever be.

-Nuns/the Nunnery.
-Preschool/Child care centers.
-Orphanages.
-Churches or "holy" places.
-Nurses.
-Humanitarian groups/NGO's

My dad has his Venus conjunct Neptune in the 2nd house, he has the strangest luck with people/money.

He's extremely gullible and giving to people, even if he's skeptical (heavy Virgo placements) he still eventually gives in and will trust people faster than they deserve, he then is later disappointed or upset when he finds out the people weren't really as friendly/trustworthy as he thought. He's had so many con men steal from him it's maddening and bizarre to me, it's almost like he creates The situations for himself when I see how he himself deals with money matters, but I can see Neptune attracting that kind of theme, I'm not sure what it is about Neptune/Pisces but it has a way of being picked on and taken advantage of easily? Like it's subconsciously felt through the person? The sincerity or willingness to blend ? But because it's so idealistic and imaginative I think that's why the scandals come into play because it has a hard time seeing reality for what it is and is also a very dramatic planet/sign that is good at spinning its own tails along with believing another's.

The victim/savior role is pretty big for his relationships too where either he will take advantage of another's kindness or they will with him. And usually in his love life it's the woman who adore him and he's kind of unavailable or uninterested. Usually when he likes a woman they are unavailable and he's dated multiple woman at once like 3, he has a hard time staying faithful, I'm not sure if it's his mutible sign influence from Virgo/Mercury or his libra Venus conj Neptune, or both ha, but he lies pretty fluidly, and I think that's from his Neptune.

Broadly speaking...

I think society doesn't want to deal with Neptune.

Society ignores Neptune. It's marginalized, ostracized, shamed. "Oh you believe this airy fairy nonsense? What kind of person are you?"

It drives Neptune underground, especially since Neptune and Pluto have been sextile so long. Maybe that is part of the reason Neptune is kept half in shadows...we all just seem to naturally combine those energies and do it automatically.

Anyway, this is actually a deeper issue than I'm prepared to address, but here's just one thing to consider: Neptunians tend to see all sides, and that lands them in hot water constantly, as the world is built on dichotomies, and demands they pick a side. It doesn't actually make sense...so no wonder Neptune is confused about what to do, and caught in the crossfire when other planets go to war. Or declared a traitor and attacked.
