I've met a bunch of Cancers that deviate from their classic qualities. But, then again, I know way too many Cancers and to put it bluntly, I think a lot of Cancer descriptions suck. 
The sign I think deviates less? In my experience, it depends how strongly someone's Sun sign is represented in their natal chart. I'm kind of biased probably, because I don't have all the signs equally represented in my life, though I doubt anyone does. Still, with me, there's much less variety with the kind of social life that I have.
This said, my best friend is the typical Scorpio. She doesn't have a lot of Scorpio in her chart, but she likes the taboo, the mysterious, the unknown, etc. She's also good at keeping secrets.
Scorpio, at least in my opinion, is probably one of the easiest signs to represent. Maybe this sign is just so extreme that even a little of it can make someone have Scorpio qualities.
I'm going with Scorpio just because even if someone does deviate, the sign's popularity and reputation will make people assume things about you that may or may not be true. The sign just seems to be the most extreme and I'm not sure how many Scorpios don't fit their Sun sign. As a close second, Aquarius possibly.
