What exactly are they? Are they like a more in-depth version of the lunar return chart? I was looking at tertiary progressions at the time my parents got married (looking at my mom's chart since I know her exact birth time) and I saw the tertiary Venus was conjunct her natal Saturn (Saturn rules her Capricorn 7th house) exact, her tertiary Part Of Fortune was conjunct her natal MC exact, tertiary Venus was square her natal Pluto exact, tertiary Venus inconjunct natal Venus exact, tertiary Moon square natal Venus exact. What do these all mean? Did they aspects portend marriage during that time?

Tertiary progressions are another in a long list of purely symbolic ways of progressing a birth horoscope (ways that were not based on the actual transits of planets in the days and weeks after birth). They are based on Lunar Movement, and as such should be referred to as 'Lunar Arcs' rather than 'tertiary progressions.'

I do not use them and categorize them as symbolic fictions since they are arbitrary directions of symbols on paper rather than applications of the planets' actual movements.
