What would aspects be? Maybe Jupiter/9th ruler aspecting chiron or something like that?

I think anyone really.

What is important is whether those people born into it, choose to stay in it or break from it

Having parents that are strongly Neptunian/Jupiterian in nature may contribute

I see Saturn parents as also likely. Especially those cults that are strongly puritannical in their faith.

River Phoenix/Joaquin Phoenix had parents whom were cult followers. Maybe their charts could add some perspective?
