I'm always reading about transits and how people of a particular degree are more likely to be impacted, like I found an article that said those most likely to be impacted by Jupiter in Scorpio trine Neptune in Pisces will be people who have personal planets at 9-13 degrees of Cancer, Scorpio, or Pisces. I understand the sign, but the degree? I took a look at the degree of the planets and they were in that range but I'd like to know how to figure it out for myself.

This is simply a matter of watching the planets. Right now Jupiter is at near 9° Scorpio, Neptune at 11° Pisces. So that's an average of about 10°. So really, those who will feel the combined effect of this will have natal points in a wider range of about 6-15° in the water signs (for the trines).
