I don't think cusps exist, but a lot of musicians might be born around 0-5 degrees or 26-29 degrees of a sign as these areas of a sign tend to symbolize the rawest (0-5) and toughest (26-29) of that sign. That and in the progressed chart, it would make their ASC change faster or much slower (I'm assuming you catalogued ASC signs?). For example, if I was born at 0 degree Taurus ASC, my progressed ASC would be in Taurus until I turned about 30. If I was born at 28 Taurus ASC my progressed ASC would be in Gemini up until my early 30s when it would go into Cancer.
Taurus is the sign that naturally rules over singing/the voice/vocal chords. Gemini is the sign of communication, spreading messages, having a pen to put poetic thought to paper, etc. Cancer is not really artistic but they have expansive imagination which can lend to artistic endeavors.
So a musician born at a supposed "cusp" of 29 Taurus would be progressing through these artsy signs much faster in life than say someone who was born at exactly 0 Taurus. This could mean that the universe had it planned for this person to use their vocal talent (natal Taurus ASC) in a more poetic and communicative manner early on (P Gem ASC) to which they then use it in a more imaginative and childlike manner (Cancer ASC). By the time this imaginary musician is 45 or 50 they would have already had a more expansive catalogue of music and composition to their name because they experienced a faster progression of artsy signs that gave them power over the years.
That's really the only explanation I can think of. There might be something else to it.
