From the outset it seems that way. But to me there is an inherent difference.
Mercury is the cerebral mind and that IMO does not change for emotions sake. But it adapts and changes to survive.
One can live in a new country for instance to survive(that is cerebral). But until one mixes with the culture and customs of people in that country, they are still doing it for "survival" sake. This is the rational mind(Mercury). It lacks emotion.
The emotional mind(Moon) is mergence (water) and facilitates change more from the shift of me vs them to "us". This is the emotional mind that wants to embrace the culture of the place one lives in.
The Moon thus connects with Cancer and finds Exaltation when in Jupiter " Embracing all people with an open mind ".
Mercury thus connects to Virgo (discrimination) & Gemini (versatility) and finds exaltation when in Uranus " universal union but individual detachment ".
The self aware Moon will say " how would I feel if another did this to me?"
The self aware Mercury will say "How would I survive if another did this to me?"
The former focuses on evolving as "us" whilst the latter on survival as an individual.
The reptilian part of our brain IMO is Mercury ruled as it is "kill or be killed" and has the tinge of Mars inherent.
When Martydom takes over, the Moon supersedes the influence of that part of us because it takes someone seeing others as part of self as survival.
So when one person "sacrifices" ones life, it is also an act of survival. But not of "I" the individual. But "we", the connection etc.
