If a persons planet falls in another persons 4th house. Does it mean it also conjuncts the persons IC?

Only if it is within 2 or 3 degrees after the IC.

Well the angles are powerful points so I would count a 5 degree orb before the IC to considered in conjunction to the IC personally.

If a planet conjuncts the Ic, it is said to be quite dominant in the personality.

I think of it as the "head" of that house and dominates the affairs of that house.

If Jupiter conjuncts Ic from the 3rd for example. Maybe with Saturn in 4th but not in aspect to the Ic would make Jupiter dominant in infusing some optimism with regard to the taciturn influence of Saturn 4th house

This individual would be the type to make peace with what is undesirable. This trait may have been learned early in childhood for instance(4th) through the Dad or father figure.

Maybe the father worked very hard(Saturn) but was always upbeat about it(Jupiter). Or was the type of person who believed in the power of hard work (Saturn) in elevating a person's life. Maybe even worked at home and very close to the individual etc.
