Rarely, and only if you were born in an equatorial region (between 28° north and south latitude). You see, the relationship between Asc and Midheaven changes on an ongoing basis. For the Midheaven to be exactly 90° square to the Asc, you'd have to be born in just the right area and time of day.

That is because houses are not supposed to be exactly the same in arc span -- unless you were born at just the right place and time for that happen.
