Its interesting that in Chaldean astrology, the 3rd house is ruled by Mars(not mercury). And this makes sense to me.A lot of trouble and strife starts with miscommunication. Learning to argue and assert ourselves begins with siblings. Hence the term "sibling rivalry".

The conjunction of your Mercu-Mars is no wilting flower when dishing out what needs to be said. But I could agree that having both in Libra makes you very conscious of the context of the relationship.
Libra wants to develop relationships long term and is always conscious of that. That is what stops many from getting into confrontational scenes with people or cutting people to the core.
The prefer to fight fair i.e there must be room allowed to kiss and makeup eventually Libra avoids writing people off(Scorpio doesn't).
I have Mars conjunct the 7th house cusp of Libra. I do understand the balance of trying to assert oneself without resorting to hitting below the below.
Aries or Mars on the 3rd house cusp is often indicative of male siblings. Or atleast siblings that like to " compete"(Mars)and outdo each other.
My 3rd house cusp has Moon therein. My siblings are both female(Moon) and I feel married to my siblings(Moon rules Chaldean 7th house) because what makes them happy, pleases me too. I avoid fighting with them and try all efforts of diplomacy.
My siblings are also quite sensitive people (Moon). They are quick to take offense to indirect communication (body language) and one has to be very tactful when addressing them. Otherwise they get defensive and emotions fly.
