I suspected Venus. I have very big, thick lips and am a Taurus. I don't have Venus conjunct my Cancer Ascendant nor does it aspect the Moon who rules my Ascendant (my Venus is also in detriment in Aries); however, I do have Jupiter (albeit it is in detriment in Virgo) in a tight trine to my Sun.

So:

1. Which sign/planet rules the lips? Aries and Mars

2. Which sign/planet has the most attractive lips? Um, I don't know? Depends on the person and what you consider to be attractive lips. Obviously, not every Aries will have the best face/lips and not every Taurus will be the best singer. The sign and planet simply indicate the affinity towards that particular body part being prominent and defined. Having a defined and prominent body part does not always mean it is the biggest or the best but it simply means it is prominent and defined. Doesn't necessarily mean it will be attractive to look at or hear. You will notice many Aries have defined lips, round big foreheads, noticeable nose, etc. Typically the columella and cupid's bow is very defined on Aries people. Venus is not the ruler of the lips, though.

Off the top of my head I can think of these Arian celebrities who have defined lip shapes, though not necessarily the most attractive to everyone:

Rihanna
Angelina Jolie
Olivia Hussey
Salma Hayek
Leighton Meester
Marlon Brando
Kendall Jenner
Pink
Lady Gaga
etc

They rule the head not the lips. Maybe they rule it but not the shape of it anyway.

Also as mentioned by some above, Leo suns in particular have a very easily spotted shape, just google all kind of leo celebrities and you will see

So I would say Venus rules lips, curves or anything "extra" the body has that attracts

I would also reckon the Moon is joined with Venus in that regards. The Moon rules "full" features too.
