Some see that as a cusp beginning with the real shift closer to the year 2000.Gene Ray has used fixed star Regulus as a regulating metric for determining the answer. It precessed from 29LEO59 to 0VIR00 in 2012 -- that's tropical zodiac, so more appropriate to this discussion.

The difficulty in the 'when' question is created with the same old sign vs constellation problem. If you are asking the question from the point of view of a person thinking in terms of western tropical astrology it makes no sense to refer to constellations in measuring it. So you can ignore estimates based on timing of alignment with the constellation Aquarius.

The question of 'what will it be like' brings a very subjective comparative answer in which the discovery of Uranus and activation of its technological themes in society must be taken into account since they hold similar themes to the sign of Aquarius. A shift from Pisces to Aquarius (or the cusp between any two signs) is first one of change, societal discomfort, tension, and indecision regarding how to proceed in terms of societal structures and mores. Cusps bring an underlying sense of change and tend to heighten the insecurities and conflicts within individuals about those things they have not worked out on principle first within themselves.
Astrological ages are still sign modes. They aren't so much about what happens as about how we approach life on earth. It is a move from mutable water Pisces to fixed air Aquarius. From Pisces to Aquarius we could see these changes ...
- from faith-based trust (Pisces) to the desire to know (Aquarius)
- from a religiously-framed societal structure to a social-secular frame
- from mystical uncertainty regarding life's bigger questions to more progressive approaches to thinking and learning about how things work
- from insecurity and apprehension in the face of potential disaster to building more social preparations into societal structures
These changes definitely happened in the 20th century, at least in the more modern societies. What has accompanied it is the continued discovery of tiny previously isolated tribes in the world's forested areas like Papua New Guinea and the Amazon region. Global mapping of people and topographical features is far more in line with Aquarius.
The change will not be merely from the worst of Pisces to what we hope will be the best of Aquarius.
