What in a chart can indicate that? A good example in my opinion of someone neurotic is Ben Stiller's character in Meet the Parents. He desperately tries to mitigate the disdain Robert de Niro's character has for him and to seek his approval, and he's so nervous about everything that he gets himself into pretty terrible situations. Is it an afflicted Mercury kind of thing? What placements and aspects can bring about this kind of thing in someone?

I would say that mercury in the 10th or conjunct the MC, when in aspect with jupiter, mars or uranus can also get the person into trouble!

Robert De Niro's character is an ex secret agent. There is immediate suspicion and distrust there. Probably Moon in Scorpio. Especially when he spoke of "the trust circle".

Ben Stiller's character is likely an eager to impress with dexterity Moon in Gemini. Nervous at worst and inventive at best.

These two Moons are in conjunct by sign and as any Gemini Ascendant will tell you about their job:its likely a highly nerve wrecking and crisis centred place(6th house Sco)

And it is likely the Asc in Scorpio individual is a relentless thinker who wants to leave no stone uncovered (Gemini on the cusp of the 8th).

Pluto on Mercury brings on tension. Mercury doesn't do well with the "heavy" energy of Pluto(as I am finding out through the transit).

So this overthinking i.e. Did I leave the stove on?" Or "Did I switch off the iron?" And fretting myself to death about the house possibly catching fire etc. Would that make one neurotic?

I see Ben's character in that movie the same way. He frets so much about trying to impress and win over the father in law (adjust himself to his father in law etc) and this is typical mutable/fixed interaction.

Often the fixed modality of the father in law saw his(Ben's character) as "weak" and not good enough for his daughter.Because he was so changeable & unreliable (mutable)

And that's the assumption fixed signs often have of mutable energy. They may mistake adaptability for "spineless". In the same breath that mutable mistake purposefulness for stubbornness.

If Ben had only stayed true to himself. He would have earned his father-in-law's resoect.

But instead in the end, he(Gaye Lord Martha Folcker ) ends up in all sorts of awkward situations.

I would look at Merc-Pluto,Merc-Uran,Ura-Mars.
