If a transiting planet comes into the house it is the natural ruler of then could that planet be considered a planetary return for you even if it isn't at the exact sign and degree of your natal planet?

Here is an example of exactly what I'm talking about: I will have transit Jupiter entering my 6th house in Sagittarius today in about an hour while I have my natal Jupiter in Virgo in my 3rd house; hence, since the 6th house is naturally ruled by Virgo couldn't that mean that transit Jupiter entering this house perhaps could be thought of as another Jupiter return for me in a way even though my natal Jupiter is at 4 Virgo and transit Jupiter already last transited over it in late 2014? Just a thought I've had recently...

No, planetary return means returning to its original position, technically by degree and minute of arc. It is an aspect.

The exception is a planet's return to its natal declination, which need not involve being in the same sign. Persons with natal Saturn in Capricorn at 21-22° south may experience transiting Saturn parallel it while still in Sagittarius.
