Examples To Work With

If it matters, the chart native is an Aries Sun with a Gemini Rising; resultant in her chart-ruler being, Mercury in Pisces.

3rd House Leo Mercury

A very good question. I've seen many instances where the dominant planetary aspect in the chart is the one that nearest to exact.

So in the example you've provided:
1. Mercury sextile Neptune, orb 0°02'
2. Mercury trine Mars, '12
3. Mars opposite Neptune, '15
4. Mars opposite Uranus, '42
5. Mercury sextile Uranus, '54
6. Venus opposite Jupiter, '58

It must be understood that such an aspect doesn't necessarily indicate a dominant planet since there are (at least) two planets involved in each aspect. However, in this example, we can see that Mercury is involved in three of these aspects.

So I would be very curious to see how it rates in overall strength in the Vedic Shadbala composite rating. In my experience tight orbs don't increase a planet's strength in that system. Direction (sky/house position) influences planet strength along with the number of conjunctions and squares; sextiles and trines being much weaker.

Also, take a look at the declination aspects, parallels and contra-parallels. Because there are three oppositions in this above list of tightest aspects there is a chance one of those could have an even tighter orb in contra-parallel aspect.

I have seen charts in which a very tight or exact planetary aspect in declination creates the strongest dynamic that shows in the behavior pattern and personality. Example:
Madonna: tightest aspect = Sun parallel Mars, orb '21
