Can't be compared I'd say.

But I think comparing them nature-wise with the planets mentioned, Scorpio Mercury is stronger, just placement-wise

Mercury. "Stronger" should always mean *more able to express fully the nature of the planet involved.*

Mercury is able to work internally at depth with perception and focus for greater learning and understanding when in Scorpio.

Moon there has too strong a desire nature or is too tuned to dominance/pain, thus having a harder time fulfilling the function of the Moon -- emotionally receptivity and ability to bond with others.

In classical/traditional astrology, a Scorpio Moon is considered to be both peregrine and in the sign of it's fall.

In Astrology - Understanding the Birthchart, Kevin Burk explains that Scorpio experiences emotions intensely, but has difficulty in expressing them - and the Moon NEEDS to express emotions (to avoid becoming physically ill).
