Yes it's definitely the sign on the house cusp that determines the nature of the 5H. It's the foundation, after all. Planet within the house, are the interior decoration. More accurately the tools you use & how you approach the matters of that house.
I have Pluto in 5th. All the descriptions are only somewhat accurate. The way they describe the planets, it would make more sense as "Scorpio" [on the 5th house cusp] as the description much better.

Planets within the house are an interior decoration? Hmm, I’ve heard of people with vacant 7th Houses, or Libra On The 7th House cusp, who aren’t interested in romantic relationships.
In both my Western and Vedic charts, I have Libra On The 5th House Cusp, yet I have no interest in partaking in a relationship for 2-4 more years. I have Pisces On The 10th House cusp, with its ruler, Jupiter, conjunct the MC and in the 10th House.

I've Pluto in 5th house.

Interests may be pursued in an obsessive manner. The same goes to my love interest. I can get obsessed with them.
In creativity, I usually like to be different, dramatic, controversial (I think this is influenced by my Uranus in 5th).
I'm very protective of my loved ones.
I often attract lovers with plutonic energies. My 1st bf has Scorpio Venus square Mars and Pluto sextile Sun; 2nd bf has Pluto square Sun, sextile Moon/Mercury; current guy has Pluto conj Moon, square Mars and Scorpio Juno & 5th cusp.
Romance is often all consuming (all or nothing) and sex is usually intense and passionate.
