Jupiter and Saturn's conjunctions mark the 20-year growth cycle. This one starting in late October of next year will be especially significant because Pluto will be right there with them during the early phase of the conjunction (late Oct - early Dec). It makes it especially political and will have far-reaching consequences. It's a bit like an "extra-great" conjunction.
As to how it affects individuals, that varies widely. The best way to look at it generally is that it times the end/beginning of a growth cycle that will likely require you bring certain unproductive pursuits or aims to a close, wrapping up loose ends ... and bring into focus aims and efforts that are more in line with your best balance between growth and discipline (duties). Some who have been living on the surface will see their lives get more serious and focused on responsibilities. Others may become more determined to grow in certain areas as seen by the transit's position in their chart and aspects it makes to natal planets.
With Pluto involved at least during the early phase, as with Uranus, it is harder to frame up because Pluto relates to lessons of empowerment that are unconscious until they are right in front of our faces. Some will have financial gains, others losses. Those who own the most have the most to lose.
There are at least two distinct phases of the transit because both planets move from Capricorn into Aquarius while still conjunct (and parallel).
In my own chart's history, the last Jupiter-Saturn conjunction took place starting with the parallel of declination in late March 2000 a in my 8th, but later moving into the 9th. They were first conjunct/parallel my natal Sun at 6° Taurus and later made trines to my Asc. In looking back it was a transition time from introversion into communication (and sharing my writing) with a wider array of people (via internet at first). It helped open me up. I'd been keeping my writing private for about 16 years prior to that. I also began performing astrology for individuals via the internet after studying 4 years. That period was when I also began my first meager attempts at rectification. So in many ways it marks the beginning of many efforts in my life that are still important to me.
For me in 2020-21, this three planet conjunction Jupiter-Saturn-Pluto in the initial phase will be in my 5th house of creativity and trine my natal Mercury (9th house). So I see it as a huge window of opportunity for moving ahead with my (poetry) writing.
The second phase after Jupiter and Saturn separate from Pluto in late Capricorn will have them trine my natal Venus in the 9th, which will only help writing/publishing efforts further. Then, in early Aquarius they will trine my natal Mars (9th also). Taking my art seriously. I have also been getting a stronger desire to paint. So I expect that to move forward too.
This transit will not give equal opportunity for success to everyone. You mentioned karma. I don't know what you mean by "karmic dump", but Saturn has a restraining and reality-focusing dynamic that cannot be escaped. It has a way of bringing in a more realistic picture of your responsibilities and real limitations. The opportunities of Jupiter's expansion principle cannot be directed to any result by pure fantasy (or envy or grandiosity). An awareness of one's innate nature and gifts has to be part of what is considered.
The overall picture is that of growth and expansion (Jupiter) tamed and aimed by responsibility and duties (Saturn). This has a significant relation to personal finances and resources.
