As soon as the full moon aspect is active.

Same as full moon.

Especially when you have a close degree to the new and full moon, or right exactly on it.
I assume you mean you have a planet in your birth chart, which the new/full moon approaches with a conjunction to it. The luminaries in new/full moon scenarios are definitely active when within 5-6° and probably further out. The closer, the more active, especially on the applying side.

Are full moon all about endings precisely?
No, the full moon is Moon at its zenith relative to Sun. That makes it about externalization of inner process with greater push (sun, energy) than usual: a good time for manifesting outwardly an internal process. When Moon is (full) opposite Sun Earth lies in between them. When most precisely opposite Earth eclipses Moon (lunar eclipse). This is an energy/tension scenario of a subtle urge toward balance of expression through externalization, or bringing to a peak what has been building internally while Moon was waxing (separating from Sun).
New Moon is endings/new starts: a good time to let go of prior efforts and start clean. Moon has been waning (moving toward Sun), winding down a cycle. Moon and Sun are on same side of Earth, and Moon can obscure Sun from our view when an eclipse is happening. That prioritizes the internal over externalization, transition over staying the course -- less so when it is a simple new moon, more so when Moon eclipses Sun (solar eclipse).
