With Moon in Cap, you may be required to take on some form of duty and/or responsibility. Perhaps being put in a position(typically by others(7th)) to manage the reigns.

If so ... the Moon first progressed through your 7th house from around the beginning of July 1992 to around the end of April 1994 ... and was conjunct the natal Ascendant from around the end of June to end of August 1992.
