For instance, with this approaching Full moon which happens at 19 degrees Taurus/Scorpio.

If someone has Solar arc planets of a Venus/Mars conjunction at 19 degrees Taurus. Could we say that this Full moon would effect them ?

Yes it would for sure Full moons represent energy in the area it falls in. Scorpio Taurus isnt the best of signs but it usually represents lust.

Think of the Solar Arc conjunction as highlighting that degree as being "where significant Venus-Mars events might occur during the 12 month period"; the Moon as a 28-day timer of those events; the New Moon as the start of a significant event - and the Full Moon as the peak/culmination of that significant event.

Then ... to predict what those events might be ... one has to look at what is promised by Venus and Mars in the natal, progressed and transit charts?
