The syntax of your question in your original post is a bit confusing. An accurate Asc degree and minute of arc defines the 1st house from the 12th.

So I'll address the question of orbs. It is my experience that planets in transit, including Saturn, have a 5.5° orb for conjunctions, squares, oppositions. I've documented this in detail with my own life using Jupiter, Saturn, Pluto. It was surprising, because I thought the further out you go the smaller the orbs would be.

In any case, Saturn's orbs for conjunctions would be 5.5° in my view. So assuming your Asc is accurate at 26° Capricorn, that would mean its conjunction began around 21° Capricorn, still very much in the 12th house.
