If most of libra falls in the 12H is possible you may identify more with the other sign in your 1H which would be scorpio specially if you have planets in scorpio.

We tend to not be fully aware of things that fall in our 12H and have a harder time recognizing it in ourselves or and expressing those traits to the world, or they may be expressed in a more hidden way.
