Ascendant Sign=the physical body. Are you in touch with your body? It does happen that sometimes people disconnect from their body. Usually due to trauma and/or intense stress.
But on the other hand, most people are kind of slaves to their body and its impulses, tendencies, fears, etc. It's the Soul and their Expanded self that they need to get more in touch with.
There are a percentage of people that do not have the Rising Sign that they think they do. I first learned of this in the Edgar Cayce psychic readings, and having looked at MANY different psychic and spiritual sources over the years, I would say that this work is quite unusual in its depth, breadth, and accuracy.
But anyways, in that work, his guidance talks about the potential difference in time between the spiritual/energetic birth and the physical birth. There are indications that it is the spiritual/energetic birth time that is accurate and not the physical. These at times match up pretty closely, but sometimes there are entire hours or even a half a day or more between the times of the spiritual/energetic birth and the physical (and + or -).
So if the physical birth time say gives a person a Libra Rising, but they really have Scorpio from a spiritual/energetic sense, then of course the person is not going to particularly identify with Libra, as these are very different symbols. (Course, in the specific case like this, a Libra Pluto near the ASC could muddy/confuse the waters bringing in a much more Scorpio like vibe/attunement).
There is no set time line, btw, on people growing into their Sun. It happens at different times for different people, and some never do. I think 30 might be talked about because of the Saturn return and a percentage of people start to either "grow up" or move towards their deeper path around that time, which can coincide with become more attuned to their Solar self.
It's also possible to be attuned to the Solar part of self in mostly to purely negative ways as well, and that is not really part of the whole earlier mentioned process.
