If Uranus parallel DSC while Neptune conjunct DSC. But Uranus/Neptune don't aspect each other in the Chart nor declination.

Would you interpret it as Neptune/Uranus conjunct DSC?

I don't know if you'll get a satisfactory answer.But the two energies (Imo) would influence the Dsc.

So the native would be dream to "open ended" types or those whom are not the most grounded/reliable people.

My experience with them
is that it makes the practical interpretation of the chart too confusing. I think the traditional aspects help you to give something of practical value to people. I am all about that. I don't need to sound like an intellectual or a super spiritual person. I just want to give a good chart reading that someone can really grow from.

Hello SimplyLuna,

You would interpret them both as being align with the DSC/ASC axis—one in longitude (what can be observed in a horoscope) and the other in declination (can’t be seen directly in a horoscope but are parallel north or south of the equator and VERY important). Planets in declination often fill in the missing links of information that cannot be observed directly in a horoscope. Parallels and contraparallels are interpreted in conjunction with planets in longitude, as well as in accordance to their house and sign positions.

Neptune conjunct and Uranus parallel the DSC are indicative of activities relating to film, movies, photography, inspiration, fantasies, idealism (Neptune), television, technology, and innovation (Uranus)—either as it relates to cooperative activities between self and others (both planets’ alignment to the DSC/ASC axis) or as it relates to individuals with whom one has close relationships/partnerships, including a mate (DSC).

The areas of life to which such activities would be related will be indicated by the house cusps these planets rule in the horoscope. It’s worth mentioning also that having both planets on the DSC significantly increases the likelihood that a mate will have strong Pisces, Sagittarius, Aquarius or Capricorn elements in his or her horoscope. What that means is that he or she will have the Sun, Moon, ASC or MC in those signs. Or one of the planets ruling those signs will be at a cardinal point in the horoscope or sitting on a major angle (in either longitude or declination).

It’s important to keep in mind and ask yourself if this configuration actually corresponds to or matches your life as you know it, because oftentimes the Ascendant sign is off and is either at an earlier degree of the rising sign shown according to the birth certificate or in one of the two Ascendant signs before it (which would drastically change the inner house cusps, positions of planets in houses, and aspects of planets to the major angles—as well as timing of forecasts). Edgar Cayce mentioned this in many of his readings that allude to spiritual birth times.

In my natal chart ... 9th house Gemini Uranus (on Gemini MC) opposes 4th house Capricorn Jupiter (on Sagittarius IC) - with an orb of 1deg14mins. ... They are also opposed by declination (Uranus 23N39 and Jupiter 23S23) - so this is a very influential opposition in my life**.

Significantly though, I also have natal Pluto conjunct Uranus and opposite Jupiter by declination (at 23N06). However, it is at 16Leo34 and in 11th house ... semi-square Uranus and sesqui-square Jupiter.

Difficult 11th house social interactions have been a key factor in the unfolding of the Jupiter-Uranus opposition - which has been a lifelong process, and is still continuing. ... And that can be attributed to the Pluto semi and sesqui squares.

However, the alignment of Pluto (by declination) with Uranus and against Jupiter perhaps accounts for the fact that this "transformational battle"** has been won by Uranus/"nurturing" - despite the odds being heavily in favour of a Jupiter/"nature" victory during my childhood and adolescence.

So - my guess is that declinations are a strong influence, but will go unrecognised by astrologers that do not actively/consciously search for (and use) them. ... Which, in my case, is the difference between an astrologer that is able to predict the outcome of my Jupiter-Uranus opposition and an astrologer that cannot.

[ ** As a child/adolescent, I had an extremely strong inclination to remain within the comfort zone of the working-class environment into which I was born (Jupiter in Capricorn/4th). Hence, I actively resisted all attempts by the UK Education system (Uranus in Gemin/9th) to mould me into an adult that "is suited for employment in a white-collar profession".]

Yes it makes much sense to me. Can I ask why Sagittarius. I understood why Pisces (ruled by Neptune) and Aquarius (ruled by Uranus) and Cap (7th house angle)? And what does cardinal point means?

These signs were significant in my dating life except Pisces (men would have moon/neptune)

Sure. There are six signs of the zodiac that are dually ruled by a singular planet and another six signs of the zodiac that a co-ruled by two planets.

The six signs that are ruled by a singular planet include: Taurus, Gemini, Cancer, Leo, Virgo, and Libra.

The six signs that are co-ruled by two planets include: Scorpio, Sagittarius, Capricorn, Aquarius, Pisces, and Aries.

Those signs ruled by singular planets have planets that correspond to secondary colors while those signs co-ruled by two planets have planets that correspond to primary colors. UPDATE (forgot to answer your question about cardinal points): The cardinal points of a horoscope are those of the first, fourth, seventh, and tenth houses. Planets located in any of those houses or conjunct any of those angles (ASC, IC, DSC, MC) become prominent.

I realized I made a typo in describing the co-rulerships of Aries and Scorpio. Here is what I actually meant to say regarding those signs:
