How much emphasis do you put on the planet ruler of a placement?

Let’s say the Sun is in Taurus in 2H. Would you factor that in to put an extra flavor along with Leo qualities for Mars? I have a Sag stellium with Jupiter in Scorpio 9H. I think I do feel more depth and intensity than just Sag alone IP: Logged
