Your friend must be a Hellenistic astrologer.

Branches of Medieval Astrology only count same-sign conjunctions.

For modern astrology an "out-of sign" conjunction occurs when the two bodies don't belong to the same Element.

depends on the system, if i'm reading a chart using an old system i won't count it, but if i'm reading a typical western chart that's tropical/placidus i will

not my preferred method but it all works itself out so 🤷‍♀️

I guess this approach would rule out "parallel" aspects then.🤷🏿‍♂️

uhmmm .. Dragonflies: Who is "he" ??

What level of importance does he have to you in your studies, that 'this issue' would upset or concern you so much that you've made a thread asking about it.

Is he a Hellenistic astrologer?
Ancient Astrology?
Magic/Darker-Occult?

*~

I have an out-of-sign conjunction.
Mercury Gemini 27 and a Mars Cancer 2 .

Yes, they are conjunct, AND they each feel 'different' being in dissimilar 'elements'.
Air + Water

When I look at the elements grid on my Astrodienst Chart www.astro.com ,
my chart is considered 'balanced'.
I have more Air element,
and second highest element is Water.

My out-of-sign conjunction is Air and Water.
With generally being mostly Air and Water,
I have the sense of being in a kind of Dual Citizenship.

So.
What-up with your OOS conjunction ?
What elements do they incorporate or bridge together?
Do 'they' both make an aspect to another planet?
How have you experienced them, so far, in your observations and feelings?

Out of sign conjunctions matter.

When 2 planets are right next to each other in a conjunction, their energies will blend even if they are in different signs. It's just part of the physics of astrology.

Sometimes they'll read (for example) an 'end of 8th house Pluto' as-in the 9th house -- if he's sitting only a few degrees from that cusp.

On reports it would say "e.o. 8th" (end of 8th).
Same with other houses and planets late in the sign.

Here's an article with a list of House Systems that (to you and me) 'displace' the Placidus cusps because these measure the inner-house cusps from e.g. MC instead of ASC.

Koch House System

Ask that astrologer which House System he's using when he interprets your chart.

He's wrong. Aspects have nothing to do with signs. They're geometry. He's revealing his sign-based shallow training.

This is another example of how weird astrology gets when it divorces itself from basic astronomy. You need basic astronomy to perform astrology. The astronomical definition of conjunction is literally the astrological one. https://en.wikipedia.org/wiki/Conjunction_(astronomy)
