You are correct as far as PLUTO 'arriving' at the mouth of the 'whole' degree 27.00'00"
on Feb 3 Thursday, 2022 GMT/UT.

And, the exact return arc-minute (') and arc-seconds (")
won't occur until Pluto reaches further in the 27degrees:
RETURN: 27degrees, 32'arc-minutes, 57"arc-seconds.

Some round-up and ADD the arc-seconds of 57" TO the arc-minute of 32'--
so it becomes 27.33' for more eyeball calculation ease when you look through the ephemerudes.

I guess that some website organization computers approach the math differently?

I'll bet that the closer we come to February 2022, there will be a math-oriented astrologer youtuber who will have nailed it down for us.
