New moons, especially black moons, are days the veil is quite thin. Both benevolent and chaotic energies can run amok during this time. On top of that, we have an eclipse, so any energetic blocks or borders are much weaker today, so anything you've been working toward or trying to manifest could be energetically easier to get today.
So if you want, be sure to state your affirmations out loud, and let the universe know everything you want. And while you ask, really use your imagination to visualize everything you want so you can be in that energy for a moment. Who knows, maybe you'll attract something? 
And if there's any knowledge you have been seeking, it's a good time to meditate on whatever it is you want to know or need an answer for.
