Planetary energy should(imo) have the final say. As stated above, Sat/Sun conjunct (regardless of sign) will have Sat themes in their life or have the expression of their personality (from a solar perspective) affected by Sat. So they may behave classically more 'Cap'

I know that in my case, I have 29Sag but Neptune is conjunct EXACT. And my solar expression is influenced by Neptune more than it is by Jupiter. This even though Jupiter is also in Sag-it is wider in orb to the Sun than Neptune.

When people pick up "Cap" energy with me that successfully conceals the Nep/Sun mix,its because Venus rules the 7th of social interactions.And Venus is conj Sat.

So I appear like I have it all together to others i.e.mature, stable,dependable etc. But what they are picking up on is the Saturn energy of boundaries.I appear like i have them.

But with Neptune/Sun conj, I have to tell you that issues of career consistency , clarity of purpose and identity confusion etc. Are things I have been dealing with most of my life.

No planet takes on any of the qualities of the next sign in terms of default tendencies you come in with. You might relate to it to a lesser degree because of progressions — or because you have another placement in that sign or aspects lending a similarity — but the idea of a planet near the cusp inducing more of the next sign than the sign it is in is not something that actually happens. 100% bunk.

With planets, there is virtually no cusp blending of signs because the apparent disc (radius) of all planets is less than a single minute of arc. So a true planet-on-cusp position is exceedingly rare.

With luminaries a true split-sign placement can happen because Sun & Moon both have apparent discs of about half a degree: +/-0°30'. So a luminary can be partly into the next sign. What does happen is that any luminary or plant that is in the last couple degrees or so of a sign creates subconscious anticipation of the change in development (soul growth), mediated through choice. Each 30° segment is of course limited and comes to an end, inferring to the soul that other modes of expression may enrich their experience or more fully express their potential. So an underlying sense of upcoming change in the individual's development relating to that planetary energy. That introduces an element of unpredictability. Edgar Cayce spoke of it as a "Uranian" kind of influence. It isn't that they take on any of the characteristics of the next sign mode, but that they subconsciously explore the possibilities of a change in mode of expression of that planet's energies. It might be more like the next sign mode or another altogether, completely out of sequence. It's all mediated through choice and sequences of pivotal decisions.
