I know 3rd and 4th are neighbors and home but what might represent moving from one location to another?

Maybe tr pluto, Uranus or Mars (action) to the 3/4th?

- note -
Tr Neptune (ruler to h4 pisces) in natal house4 at final degs. Could this be an indication as it's in it's own home, the HOME house?


However, in progress chart the tr Uranus is in the end degs of 4th house. Could this been the answer I need?

I’d say transits to IC, planets in the 4th house, ruler of the the 4th or Moon. I am not sure about transits through the 4th house only without making any aspects to natal planets.

I moved quite a bit - major move to another continent was during transit Uranus (natally in the 4th) conjunct natal Mars (ruler of the 9th and 4th house). Another long distance move happened during transiting Neptune (natally in 4th, rules 8th) conjunct Desc, Sun and Merc. Other moves happened during Jupiter trines to Uranus in 4th, transit Uranus in aspect to the Moon…

All of the times my parents have moved from one state to another, transiting Jupiter has been in their 4th houses (they both have the same ascendant sign, and therefore the same sign/s in the 4th house).

We moved a lot, and then I think we stopped when Uranus hit my fourth house. I'll have to check. (Yep, Uranus was four degrees away from my IC, I still can't believe we got stuck here.)

We had more pets, so it wasn't so easy to move, but my mum started her own business, and showed no signs of wanting to move at the time. They bought this place, because mum wanted to own a home. I've just remembered the market crash, that had mum losing her business in 2007... that was less than a decade after they bought this place. Dad lost his loan job, tried something he didn't like, and then got into deliveries in 2010. He liked that he wasn't stuck in an office, and he was down in Amish country. He liked the countryside, the people he saw regularly. I loved one dog in particular, and his owners were really kind.

The article makes some good points, but gives only a few of the transits that may occur.

MoonMystic, I don't know that I can answer your question as given because I don't have your chart. But in principle, no, a planet transiting or progressing in the final degree of the 4th is not what times a move. I've listed the possibilities below.

First, the IC needs to be accurate, which means the Asc needs to be accurate. I don't just mean cast according to a documented time. I mean it needs to be tightly accurate in astrological terms where effort and observation have been made to verify and/or correct it.

With an accurate chart, the IC/4th (or natal Moon or ruler of 4th) can be transited by any combination of planets from any place in the chart in either longitude or declination. Sometimes the most important (or only) relevant major transit takes place in declination.

Major moves
The outer planets and/or Jupiter are involved here, either in transits or progressions. Difficult moves, even if within the same town or locale, are included in this.

Moves to an improved situation may be accompanied by Jupiter transits to 4th/IC (or natal Moon)

Minor moves
Moves to/from a very temporary kind of situation within the same locale can be timed by a combination of inner planets like Sun/Mercury/Mars.

Outer planet transits to the accurate 4th cusp (IC) nearly always result in notable, memorable changes at home and most of the time result in a move to another home or at least someone else moving out of your home. In other words, notable changes, perceptible shifts in the dynamics of your environment.

Some examples from my own chart
Neptune moved into the 4th house of my birth chart and was still conjunct IC when my family moved to a better house in the same city (spring 1978). Pluto was sextile my IC.

A few years later (1981) Neptune moving through my 4th house squared natal Pluto in 1st and we moved to another city hundreds of miles away. Neptune was still in parallel to natal IC at that time.

Then 3 years later (1984) Uranus, several degrees before the IC degree, was in parallel to natal IC from the 3rd house. We moved again, hundreds of miles away.

Then 15 years later (1999) moved again locally, and with no outer planets in major longitude aspect to IC. Instead, it was Venus (conjunct), Saturn (trine), and Mercury parallel IC.

11 mo later (late Sept 2000) moved again hundreds of miles, separating from parents/family in difficult circumstances. Uranus was sextile natal IC. Jupiter was nearing MC within about 5°, so opposite natal IC.

Several months later (March 2001) when I moved again it was when Pluto was within a couple degrees of the IC, and Mars about 1° from it. For several months was effectively homeless, and struggling while Pluto was near IC.

Moved 2000+ miles from Texas to Oregon, arriving in Portland 21 January 2009. Saturn was Rx in 1st house conjunct Asc and squaring natal IC. Uranus was in 7th house, opposite Asc, and squaring natal IC. Venus sextile IC. Mars parallel IC (within 0°04' upon arrival).

It might shine light on the dates I'm studying.

It's been eons it seems since I last had this type of event. Last time for me Neptune had his fingerprints all over that episode. Due to the economy Neptune kept me in his realms. Wish I were actually talking @the Beach.

I moved out of parents when Jupiter was in Virgo my 4th house.

Then I moved multiple times when Uranus opposed my Moon. Chiron square Jupiter when I had to flee my apartment.

I hope I move out of parents more positively when Uranus trines my Saturn.

Yeah, tr Uranus to natal Moon is something I forgot to mention. Any of those (conjunction/parallel, square, opposition/contra-parallel) can urge changes in the domestic environment, if not change of location.
